Sometimes when my dog is walking it looks like his front tie-rods are shot. Do cars even have tie-rods anymore?

Yes, they have to do with steering. Maybe you mean struts?
I hemmed & hawed- tie-rods? struts? tied rods? struts?
Then I thought tie-rods sounded like something to keep a car aligned laterally and struts sound more like absorbers.
Clearly, I was wrong. This is why I continue to take Route 89 to get to Northern NH. Hello Montpelier!
